Vincent Chiang, MD

Interim President, Franciscan Children’s
Executive Vice President, Boston Children’s Hospital

After earning his MD from University of Massachusetts Medical School, Dr. Vincent Chiang began his medical career as an Intern in Pediatrics at Boston Children’s Hospital in 1992.

Since then, he has served as Boston Children’s Chief of CHIPS (Children's Hospital Inpatient Service), Chief of Inpatient Services for the Department of Medicine, and Associate Program Director of the Boston Combined Residency Program. In 2011, he was elected to serve as Secretary-Treasurer for the Physician's Organization and in 2012, he was appointed vice-chair of Finance in the Department of Medicine.

Named Special Advisor to the Executive Vice President of Health Affairs in 2016, Dr. Chiang provided instrumental vision and leadership around Boston Children’s patient family experience, including the most ambitious campus redesign in the hospital’s history, and the expansion of Boston Children's at Waltham into a fully functional inpatient hospital — all while working to enhance communications among operational and physician leadership.

Taking on the role of Chief Medical Officer for Operations in 2018, Dr. Chiang expanded his focus to the growing demands in Boston Children’s clinical areas including the enhancement of patient care programs, opening the Hale Clinical Building and managing capacity constraints through the COVID pandemic and beyond.

Since becoming Senior Vice President and Chief Medical Officer in 2020, he has skillfully led a wide range of clinical and administrative initiatives that span the breadth of Health Affairs and inpatient medical governance, including management of patient flow and capacity across our Longwood campus. During the height of the COVID pandemic, Dr. Chiang became one of Boston Children’s most trusted voices.

Now, as Interim President for Franciscan Children’s, Dr. Chiang will work closely with Franciscan Children’s outstanding leadership team to maintain the momentum toward the evolution of Franciscan Children’s campus, and our shared commitment to do more together for children and families with behavioral health and rehabilitative care needs. With his exceptional track record of leadership and bringing people together, Dr. Chiang’s clinical and operational expertise makes him uniquely qualified to lead the continued clinical integration of Franciscan Children’s and Boston Children’s.

Robert Insoft, MD, FAAP

Robert Insoft, MD, FAAP

Chief Operations Officer

Robert Insoft, MD, FAAP is the Chief Operating Officer at Franciscan Children’s. Dr. Insoft is a pediatrician and neonatologist and has more than 20 years of experience leading academic medical centers in Rhode Island and Massachusetts.

Prior to joining the team at Franciscan Children’s, Dr. Insoft served as the Chief Medical Officer and Senior VP of Quality and Medical Affairs at Women and Infants Hospital in Rhode Island. He is also a Professor of Pediatrics at Brown University Alpert Medical School. Prior to this, Robert served as Director of the Neonatal Intensive Care Unit (NICU) at Brigham & Women’s Hospital and Massachusetts General Hospital.

Dr. Insoft received his medical degree from Boston University. His post-doctoral training includes a pediatrics residency at Massachusetts General Hospital, Neonatal-Perinatal Medicine and Critical Care Transport fellowships at University of California, San Francisco Medical Center and the Brigham Leadership Program/ Harvard Business School (Healthcare Management).

Dr. Insoft is a longtime volunteer with the March of Dimes having served as the Immediate past Regional Board Chair (two terms), state and national Advocacy leader, and currently appointed member of the Boston/ New England Board of Directors. In 2019, the March of Dimes honored him as the recipient of the 25+ year National Volunteer Leadership Award.

Dr. Insoft also volunteers with the Mothers Milk Bank North East serving as the Volunteer Medical Director and as a member of its Board of Directors (11 years).

Elizabeth Smith, RN, MBA, BSN-NE-BC

Chief Nursing Officer

Elizabeth Smith, RN, MBA, BSN-NE-BC is the Chief Nursing Officer at Franciscan Children’s, a role that she has held since 2019.  In her current role, she oversees the direct patient care staff, clinical quality and safety, and infection prevention. She also plays a vital role in the organization’s people mission, coordinating recruiting, retention, and training of frontline staff.

Liz has over 25 years of nursing experience.  She joined Franciscan in 2014 and has held a variety of leadership positions. Prior to joining Franciscan, she held senior nursing leadership roles at Virginia Commonwealth University in Richmond, VA, and Healthcare Corporation of America (HCA), the largest for-profit provider in the country.

Liz earned a BSN from Villanova University and MBA with a focus in healthcare management from Boston University.  She is an active member of the American Nurses Association and Organization of Nurse Leaders.  She completed Nurse Executive Board Certification through the ANA.

Liz is the proud mother of Gisele, a former patient of Franciscan Children’s and Boston Children’s Hospital. She adopted Gisele in 2018 after caring for her on the Franciscan medical unit. In her spare time, she enjoys spending time with Gisele, coaching soccer, and volunteering in the Lowell PTO.

Jane O'Brien, MD

Jane O’Brien, MD

Chief Medical Officer

Jane O’Brien, MD is the Chief Medical Officer at Franciscan Children’s. She has been a member of the Franciscan Children’s team for nearly 30 years, serving as Chief Medical Officer since 1993 while concurrently serving as the Director of the Department of Genetics for 17 years.

Dr. O’Brien has extensive experience caring for medically complex children in the acute care setting, having served for 11 years as the Director of Complex Care Service at Boston Children’s Hospital. She has been published for her research on pediatric post-acute care including: ventilator weaning protocols, patient acuity rating scale, demographic studies and the demand for pediatric post-acute care.

Dr. O’Brien received her undergraduate degree in English from Harvard College and her master’s degree in special education from Tufts University. She did her pre-medical studies at Harvard and received her medical degree from Tufts Medical School. During her residency at New England Medical Center, Dr. O’Brien served as chief resident in pediatrics and completed her fellowship in clinical genetics.

Matthew Siegel, MD

Matthew Siegel, MD

Chief Behavioral Health Officer

Dr. Matthew Siegel, MD, MBA, DFAACAP serves in the dual role of Chief Behavioral Health Officer at Franciscan Children's and Chief of Clinical Enterprise for the Department of Psychiatry of Boston Children’s Hospital.

Dr. Siegel is engaged in building the programs of each institution into an integrated, world class system of care which places patient and family experience at the center of everything we do.

Dr. Siegel previously served at MaineHealth as a Vice President of Medical Affairs and led an integrated continuum of care, research and training for the behavioral health needs of youth with developmental disabilities. An international expert in developmental disabilities, he is widely sought for his knowledge of systems of care for youth with autism and other neurodevelopmental disabilities.

Dr. Siegel is a graduate of Amherst College and Stanford Medical School. He trained at Brown University in child psychiatry, psychiatry and pediatrics, obtaining board certification in all three disciplines. He earned his MBA at Brandeis University.

Harry Dieuveuil, PhD

Chief Human Resources Officer

Harry Dieuveuil is the Chief Human Resources Officer at Franciscan Children’s.

Harry has more than twenty years of experience building and leading high performing human resources teams at healthcare systems in Maine, Pennsylvania and New Jersey.

Before that, Harry worked as a social worker helping at-risk youth and people facing mental health challenges. He is recognized as a leader in diversity, equity and inclusion.

Harry earned his Ph.D. in History with a concentration in labor relations from the University of Maine, where he also received his master’s in social work.

Daniel LeFaivre

Daniel LeFaivre

Vice President of Finance

Daniel LeFaivre is the Vice President of Finance at Franciscan Children’s.  Danny has extensive experience in healthcare finance, having worked more than 20 years at New England Baptist Hospital, most recently as Vice President and Chief Financial Officer.

Danny earned his undergraduate degree in Economics at the University of North Carolina at Chapel Hill and his Master of Science in Accounting from East Carolina University.

Early in his career, he worked for Exxon Mobile and spent two years overseas in Turkmenistan & Angola.

He moved back to the United States to raise his family in the Boston area. He has been a basketball, baseball and soccer coach. Danny has a passion for teaching and supporting kids’ growth through sports and education.

Courtney Aladro, Esq., Counsel

Vice President, Lead General Counsel at Boston Children’s Hospital and Director of Franciscan Children’s Legal Affairs 

Courtney Aladro is the Director of Franciscan Children’s Legal Affairs and Vice President, Lead General Counsel for Behavioral Health and Regulatory Enforcement at Boston Children’s Hospital.  Courtney spent most of her career at the Massachusetts Office of the Attorney General where she enforced consumer protection and other laws, advised on policy matters and served in a variety of leadership roles, including Bureau Chief of the Health Care and Fair Competition Bureau and Chief of the Non-Profit Organizations/Public Charities Division.  While in these roles, Courtney served on the board of the National Association of State Charity Officials and was the inaugural Chair of the Policy Committee.  Courtney is passionate about supporting equitable access to behavioral health care for all children.   

Prior to joining the Attorney General’s Office, Courtney was a litigator in private practice.  She earned undergraduate degrees in Biology and Spanish from Case Western Reserve University and her law degree from Boston University School of Law.  Courtney’s most rewarding role is being a mom to three wonderful daughters.

Jen Atlas

Jennifer Atlas, MS

Vice President Strategy and Government Relations

Jennifer Atlas serves as Vice President of Strategy and Government Relations for Franciscan Children’s. In her role, Jennifer leads strategic analysis and development, regulatory efforts, and special projects across the hospital, as well as manages government and community relations.

Prior to Franciscan Children’s, Jennifer worked at Children’s National Hospital on service line based strategic planning and business development initiatives and at Philadelphia’s largest Latino social service agency, Congreso de Latinos Unidos, as Manager of Primary Care Projects. Jennifer worked to establish a federally qualified health center for the local community while at Congreso. She also led quality assurance, service integration, and special projects development across the agency’s health programs. 

Jennifer received her MS in health policy and management from the Harvard School of Public Health, where she was a Mitchell Dong Scholar, and a BA in public health and Latin American Studies from Haverford College where she graduated magna cum laude.
